A lawyer for Alex Pretti's family said that "nothing" in an earlier altercation with federal agents that was caught on video "could possibly have justified Alex's killing."
The scuffle earlier this month was caught in a pair of videos that show Pretti shouting an expletive at federal officers and struggling with them.
The investigative arm of the Department of Homeland Security, known as Homeland Security Investigations, had been leading the investigation into the fatal shooting of Alex Pretti in Minneapolis.
Pretti had no criminal record and a gun permit, police said.
